6. Report Chart Component in Lightning Record Page

I have a Report with a customized chart.

Then I can add it to record page, and add filter to make it only show record specific report.

Dashboards

1. Globally Apply Theme to Chart / Table Components in Dashboard

Then you can edit theme in specific widgets to make exception.

2. Apply Filters on Dashboard

Note: don't forget to check each charts / tables to make sure all them applied with the same filed.
