二、为什么要重构工作流
以前的问题不是工具不能用，而是安装位置和调用边界容易混在一起：工具源码、运行环境、浏览器组件、Codex Skill 入口都放散了以后，后续交付、复查、迁移都会变麻烦。
这次重构的目标是把三类东西拆清楚：
